City of Bulverde issued the following announcement on May 4.
Since March 20th, 2020, the City of Bulverde has been operating under a Declaration of Local Disaster issued by Mayor Bill Krawietz. That order mirrored orders issued by the state and other local authorities, required certain business to close, and required others to implement social distancing requirements. Since the original order was issued, Texas Governor Gregg Abbott has issued a number of orders which supersede the City’s orders, and provide for the phased re-opening of the state. Since the Governor’s orders become effective May 1, 2020, the City will be rescinding its orders effective at 11:59 p.m. on April 30, 2020. Comal County is taking similar action related to the County Judge’s Stay Home/Stay Safe Order, which is now set to expire on April 30, 2020 as well. Even though these local orders are expiring, the Governor’s orders keep many of the previous restrictions in place, and will be enforced by local authorities in the same manner as the local orders. By way of Executive Order (GA-18), all retail stores, restaurants, movie theaters, and malls are permitted to reopen on Friday, May 1. These services must limit their capacity to 25% of their listed occupancy. Within shopping malls, the food-court dining areas, play areas, and interactive displays and settings must remain closed. Any business that needs guidance about their permitted maximum occupancy may contact the City of Bulverde’s Planning Department at 830-980-8832.
All museums and libraries may open under the same 25% occupancy limitation, but interactive areas of museums must remain closed.
Churches and places of worship remain open. Outdoor sports are allowed to resume so long as no more than four participants are playing together at one time. Certain social distancing practices must also be followed.
The Department of State Health Services has recommended minimum standard health protocols for all individuals, all employers and employees, as well as industry-specific protocols for retailers, retail customers, restaurants, restaurant patrons, movie theaters, movie theater customers, museums and libraries, museum and library visitors, outdoor sports participants, and single-person offices.
Public swimming pools, bars, gyms, cosmetology salons, massage establishments, interactive amusement venues, such as bowling alleys and video arcades, and tattoo and piercing studios must remain closed through May 18, 2020. At that time, the Governor will decide if those businesses will be allowed to re-open.
