City of Fair Oaks Ranch issued the following announcement on Feb. 11.
The City of Fair Oaks Ranch is hosting a “Stormwater Utility 101” Town Hall meeting on February 25, 2020 at 6:30 pm - 8:00 pm.
The presentation will be held at the Cibolo Creek Community Church 30395 Ralph Fair Road, Fair Oaks Ranch, TX 78015, and is open to public to attend. The presentation will provide a brief overview of stormwater utility basics and how they apply to the City of Fair Oaks Ranch.
WHAT IS THE STORMWATER UTILITY FEE?
The City of Fair Oaks Ranch is responsible for drainage services as well as the installation, operation, and maintenance of drainage infrastructure throughout the City. A Stormwater Utility is a user-fee-based funding program for the City’s drainage management activities and drainage infrastructure needs.
Texas Local Government Code, Chapter 552 provides a funding mechanism for drainage projects, stormwater public education, operation and maintenance of the existing stormwater system and describes the basis on which a municipal stormwater utility system may be created, funded and how fees may be assessed, levied and collected. The funds collected through the fee will be managed separately from other City funds and will only be available to serve the stormwater needs of the City.
WHY DO WE NEED A STORM WATER UTILITY FEE?
The City of Fair Oaks Ranch has prepared a master drainage plan to identify and evaluate drainage capital projects throughout the City necessary to allow our streets and drainage infrastructure to meet current design criteria. In addition to these projects, the City performs maintenance of the existing drainage facilities, such as mowing, street sweeping, and repairs, which require funds every year.
HOW WILL MY FEE BE DETERMINED?
The City is currently in the process of evaluating three types of billing methodologies to determine the fee. The City has hired a consultant, Kimley-Horn and Associates, Inc. to evaluate these methodologies on ten select properties within the City. A presentation of the results of this exercise will be presented at the regularly scheduled Council meeting scheduled February 20, 2020.
